A Review of Cystic Fibrosis Modulator Therapies

Objectives for Pharmacy Technicians

At the completion of this activity, the participant will be able to:

· Describecommon methods used to diagnose cystic fibrosis, including newborn screening, sweat chloride testing, and genetic testing.
· Explainthe basic pathophysiology of cystic fibrosis, including how CFTR gene mutations affect mucus production and organ function.
· Identifydifferent CFTR modulator therapies and summarize their general mechanisms of action (e.g., potentiators vs. correctors).
· Recognizekey differences among available CFTR modulators, including combination therapies and their general indications.

Accreditation:

Virginia Society of Health-System Pharmacists is accredited by the Accreditation Council for Pharmacy Education as a provider for continuing pharmacy education and has assigned 1 contact hour (0.1 CEU) of continuing pharmacy education credits for participating in this activity. Participants of the session who complete the evaluation and provide accurate NABP e-Profile information will have their credit submitted to CPE Monitor as early as 1 day after the event and no later than 60 days after the event. Please know that if accurate e-Profile information is not provided within 60 days of the event, credit cannot be claimed after that time. The 2026 VSHP Committee on Nominations is pursuing members who wish to get or stay active and involved in VSHP. These candidates should exhibit qualities of leadership, vision and professional awareness that will sustain the enterprising and pioneering spirit that has characterized VSHP.

The offices of President-elect, Secretary, Board Member at Large, and Technician at Large are included in this election cycle.

Nominees for President-elect, Secretary, Board Member at Large must be a pharmacist member of VSHP.

Nominees for Technician Board Member must be a technician member of VSHP.

The term of office for the President-elect will be June 2026-June 2027; President from June 2027-June 2028; Immediate Past-President June 2028-June 2029.

Secretary and Board member at large are 2-year terms from June 2026-June 2028.

Technician Board Member is a one-year term from June 2026-June 2027.

Call for 2026 Fellow Nominations

The application for recognition as a Fellow of VSHP, to honor sustained contribution to VSHP and health-system practice in Virginia, is now available.

The Fellow of VSHP award was created to recognize VSHP-member pharmacists with continual, but perhaps less apparent, contribution to the VSHP mission. The criteria were developed with consideration of other state societies’ and ASHP’s criteria. After approval by the Executive Committee and the Board, a group of FASHP-awarded VSHP members reviewed the proposed criteria, processes, and application.

Applications deadline is February 10, 2026. Fellows of VSHP will be recognized at the 2026 VSHP Spring Seminar.

Virginia Board of Pharmacy Update

Dear Pharmacists, Pharmacy Technicians, and Pharmacy Interns:

During its meeting on September 30, 2025, the Virginia Board of Pharmacy voted to amend the vaccine statewide protocol for persons eighteen years of age or older. The amended statewide protocol became effective as of October 1, 2025. As such, pharmacists, or a pharmacy technician or pharmacy intern under the supervision of the pharmacist may now administer the COVID-19 vaccine to persons 18 years of age or older in accordance with the directions for use in adults of a manufacturer's product approved by the U.S. Food and Drug Administration ("FDA") or the Immunization Schedule published by the Centers for Disease Control and Prevention ("CDC"). All other vaccines must be administered in accordance with the Immunization Schedule published by the CDC.

Please note that the Board’s action does not impact the Health Commissioner’s standing order for pharmacists or pharmacy interns under the supervision of a pharmacist to administer the COVID-19 vaccine which was issued on September 10, 2025. Either the Board’s protocol or the Health Commissioner’s standing order may be used, and one may work better than the other for billing purposes. The legal authority for each order is addressed in two separate laws. The law associated with the Health Commissioner’s standing order does not allow administration by pharmacy technicians; however, the law associated with the Board’s statewide protocols does include such an allowance. The offices of President-elect, Treasurer, Board Member at Large, and Technician at Large are included in this election cycle.

Nominees for President-elect, Treasurer, Board Member at Large must be a pharmacist member of VSHP.

Nominees for Technician Board Member at Large must be a technician member of VSHP.

The term of office for the President-elect will be June 2025-June 2026; President from June 2026-June 2027; Immediate Past-President June 2027-June 2028.

Treasurer and Board member at large are 2 year terms from June 2025-June 2027.

Technician Board Member at Large is a one year term from June 2025-June 2026.

Additionally, VSHP is accepting nominations for Regional President-elect for each of the 8 VSHP Regions. (see map).

Although any member may nominate a pharmacist for VSHP office, VSHP bylaws state that only pharmacist members may vote in the election.

VSHP is hosting a Poster Competition at VSHP Spring Seminar 2025!

Accepted posters will be displayed at the VSHP 2025 Spring Seminar on April 3-5, 2025 at Kingsmill Resort in Williamsburg, VA

General Information:

The primary author for each pharmacy resident, pharmacy student, and pharmacy technician poster submission will receive free registration for the 2025 VSHP Spring Seminar.
All presenters must be registered for the 2025 VSHP Spring Seminar, at minimum for the day of the presentation
Only one submission per member is permitted as primary author. A member may be a co-author for multiple abstract and poster submissions.
Posters regarding all aspects of pharmacy including clinical, operational, leadership, education and training, and innovative practice topics (and more!) are encouraged!

Award Information:

Primary author for pharmacist poster category will be eligible to win a recognition certificate from the VSHP Educational Affairs Committee
The primary author for one submission in the pharmacy resident, pharmacy student, and pharmacy technician poster categories will be eligible to win a $100 award and a recognition certificate from the VSHP Educational Affairs Committee
One recognition certificate will be provided per category.
One $100 award will be provided for the student, resident, and technician categories.

Accepted posters will be displayed at the VSHP 2024 Fall Seminar on October 17-19, 2024 at Kingsmill Resort in Williamsburg, VA.

General Information:

The primary author for each pharmacy resident, pharmacy student, and pharmacy technician poster submission will receive free registration for the 2024 VSHP Fall Seminar.
All presenters must be registered for the 2024 VSHP Fall Seminar, at minimum for the day of the presentation
Only one submission per member is permitted as primary author. A member may be a co-author for multiple abstract and poster submissions.

Award Information:

Primary author for pharmacist poster category will be eligible to win a recognition certificate from the VSHP Educational Affairs Committee

One of our VSHP members has submitted a petition to the BOP to reclassify Kratom as a Schedule I substance. Public comments can be made here: https://townhall.virginia.gov/L/Comments.cfm?petitionid=409 and closes on 6/5/24 at midnight.

Attached are our comments that we submitted to the BOP as well as the original petition itself.

We are asking you to comment via the link above to the BOP in support of the petition to reclassify kratom as a schedule I substance. The Kratom lobby has rallied against this so we are trying to ensure our voices as health care professionals are not drowned out.

VSHP Grants Application 2024 Cycle Now Open!

VSHP’s Mission: The mission of the Virginia Society of Health-System Pharmacists is to inspire innovative pharmacy practice by promoting education, advocacy and collaboration to help people achieve optimal health outcomes.

Requirements:

All grants will be awarded to only VSHP members.
All grant funds must be used within 12 months of grant's approval date.
Unused funds must be returned to VSHP.
Applications will be evaluated based on impact, value feasibility and understanding how the grant fits within the VSHP mission.
Implementation date, budget update, outcomes reported so far (if applicable) and any pictures (if applicable) must be provided to VSHP every 6 months and a follow-up report to VSHP must be written within one year of disbursement of funds, or when the project has reached a completion milestone, whichever occurs first.

Please see attached a joint communication that is being issued by Virginia Hospital & Healthcare Association (VHHA) and Virginia Society of Health-System Pharmacists (VSHP). The joint communication informs our public and private partners that due to pending DEA and FDA regulations, hospitals and health systems will discontinue the current model of hospital and health system provided pre-filled drug kit exchanges as of November 27, 2024. Further, after that date, single drug replenishment may be possible only in limited avenues that are able to support the resource heavy and complex infrastructure under the FDA and DEA regulations.

We remain committed as your community partners to provide assistance at a local or regional level that may be available to ease the transition to a compliant model for all EMS agencies across the state. This joint communication is part of our efforts to assist in the transition.

***Breaking News: USP Standards Delay***

Enforcement of USP standards have been delayed to October 31, 2024 due to concerns shared with the Board with uncontrollable factors (such as supply shortages with test agents and delay in acquiring needed equipment). Keep in mind that at this time all pharmacies should be continuing to work towards compliance and be able to provide documentation of such efforts. Lack of documentation of compliance efforts can lead to disciplinary actions during inspections. Check with your hospital accreditation body with regards to this delay of enforcement and interpretation to your accountability expectations.

EMS Kits Updates

Several public and written comments were submitted by EMS agencies and pharmacy stakeholders to the Board with regards to upcoming FDA and DEA regulations. The Board voted to convert the May 2^nd Regulatory meeting to a Full Board meeting in order to begin the process for enacting emergency regulations to support the adoption of CSRs by EMS agencies and the resulting changes to the EMS replenishment process. VSHP will continue to engage with EMS stakeholders to work through the transitioning period.

As reviewed from the VSHP Spring Seminar, members appointed through the 2024 term will end on June 30^th, opening up the process for new Board member appointment. COMMITTEE FUNCTIONS AND CHARGES:

COMMUNICATIONS: The Communications Committee is responsible for the direction, development, and quality control of all VSHP publications, including the VSHP web site.

EDUCATIONAL AFFAIRS: The Educational Affairs Committee is responsible for planning, coordinating, and evaluating educational content of the 2 statewide VSHP meetings.

GRANTS: The Grants Committee will review requests from individuals and groups in need of grant funding for specific programs or program elements which match the mission of VSHP.

LEGISLATIVE AFFAIRS: The Legislative Affairs Committee is responsible for informing the VSHP membership and Board of Directors of important legislation and regulations and how they will impact pharmacy practice in organized health care settings in Virginia.

MEMBERSHIP ENGAGEMENT: The Membership Engagement Committee reviews and suggests ways for the membership of VSHP to become more engaged in VSHP.

ORGANIZATIONAL AFFAIRS: The Organizational Affairs Committee reviews and analyzes the VSHP organization and make recommendations to increase its effectiveness.

PAC: The Political Action Committee works to raise monies for the VSHP PAC and determines the best uses for the funds raised.

STUDENT and RESIDENTS COMMITTEE: The Student and Residents Committee provides input to VSHP on how to get students interested in health-system pharmacy practice and how to get them interested and involved in VSHP.

Call for Nominations of Virginia Delegates to the ASHP House of Delegates 2024

NOMINATION AND ELECTION OF VIRGINIA DELEGATES TO THE ASHP HOUSE OF DELEGATES

All pharmacist ASHP members in Virginia are eligible to nominate, be nominated, and vote for delegates and alternates to represent Virginia at the American Society of Health-System Pharmacists (ASHP) 2024 House of Delegates.

Individuals wishing to nominate themselves or another ASHP member for the slate of candidates are invited to submit names, by 5pm, Friday December 15, 2023, to: contact@vshp.org. Nominations must be accompanied with a bio not to exceed 300 words which will be used in the ballot.

Two (2) delegates for a three (3) year term and up to two (2) alternate delegates for a one (1) year term will be elected.

Duties of Delegates

The Chair of the House of Delegates will conduct a welcome webinar in late February or early March to provide new and returning delegates with an overview of service requirements before participating in the March 2024 virtual House of Delegates. The Chair also regularly communicates with delegates through email messages to alert delegates to upcoming action items.

Regional Delegate Conferences are scheduled April 27-30, 2024, and it is recommended that delegates attend one of these sessions either in-person or virtual.

The House of Delegates will meet on two separate occasions at the 2024 ASHP Summer Meetings, scheduled to be held June 8-12, 2024, in Portland, OR.

Additional virtual House of Delegates may be held in May 2024 and November 2024 and/or at additional times, as deemed necessary.

Resources to Help Serve as a Delegate

Please review the ASHP House of Delegates webpage for more information on delegate responsibilities.

The candidate receiving the most votes will become delegate, with the next highest vote receivers elected as alternates. A simple majority is required for election.

Women Pharmacist Day 2023

October 12^th is observed as Women Pharmacist Day. October was chosen for this special honor as it is also National Pharmacist Month.

The 12^th day was selected in honor of the first female Pharmacist in the United States, Elizabeth Gooking Greenleaf for her 12 children.

Today, women pharmacists are deeply dedicated to pharmacy leadership roles, deans of pharmacy schools, advancement of pharmacy education and research, training/mentor program development, and have made significant and profound contributions to development of drugs and treatment.

Women in pharmacy consist of approximately 60% of the pharmacist population and 79% of the technician population.

Women pharmacists have shifted the profession to be one of patient-centered care including physical, emotional and social needs while providing crucial related therapy.

Pharmacy is field in which women have made significant contributions while breaking down barriers.

Here are some famous women who have lead the path!

Elizabeth Gooking Greenleaf was one of the first female pharmacists in the United States, having opened her own apothecary shop in Boston in 1727. She also published a book on herbal remedies that was widely used at the time.
Susan Hayhurst - first woman to earn a degree in pharmacy from Philadelphia’s College of Pharmacy.
Elizabeth Marshall - United States’ second woman to become a pharmacist.
Mary Corinna Putnam Jacobi - first woman to earn a degree from the New York College of Pharmacy in 1863.
Mary Olds Miner - first woman to be an APhA officer, having been elected as the third vice president in 1895.
Zada Mary Cooper - Rho Chi Society of Kappa Epsilon Fraternity founder and was one of the founders of the Women’s Section of APhA.
Anna Gertrude Bagley - first female pharmacist on staff assisting the editor of JAPhA in the 1920s, and was one of the founders of the Women’s Section of APhA.
Margaret Cornelius “Cora” Dow architect for a successful chain of pharmacies, eventually owning 11 stores, a warehouse, and an ice cream factory.
Nellie Wakeman- first woman to receive a Ph.D. in a pharmacy discipline, and was a faculty member at the University of Wisconsin from 1913.
B. Olive Cole - mentor and role model for women in pharmacy, and was a faculty member at the University of Maryland from 1920 to 1953.
Edna E. Capurra Gleason - first female pharmacist elected president of the California Pharmaceutical Association, and became a leader in the fight for fair trade pricing.
Sister Mary John Geiermann - prominent hospital pharmacist at Mercy Hospital in Toledo, Ohio, and was a prolific writer and lecturer.
Sister Mary Gonzales Duffy - first woman and first religious sister to serve as president of the American Society of Hospital Pharmacists in 1978.
Gloria Niemeyer Francke - first woman to earn the Remington Honor Medal in 1987. In 1995, APhA established the Gloria Niemeyer Francke Mentor Leadership Award in her honor.
Katherine “Kay” Keating - first female pharmacist to attain the rank of Captain in the Navy Medical Corps.
Mary Louise Tigue Andersen - APhA Honorary President in 1997, and was the recipient of the Remington Honor Medal in 2003.
Joy Holloman Donelson - APhA Honorary President in 2005, and was responsible for establishing a series of “The Good Ole Girls” dinners at APhA Annual Meetings.
Mary Munson Runge - first African American women to become president of APhA in 1979, and received the APhA Hugo H. Schaefer Award in 1996.

VSHP Legislative Committee -Call for Volunteers

VSHP has several legislative goals for the 2024 General Assembly but the work starts now! The Legislative Committee seeks content experts on the following topics to participate in a workgroup. Expected time requirements include 1-3 virtual sessions (1-1.5h each) with additional review of work by email.

● EMS kits

Workgroups will begin meeting in mid-July for centralized compounding but expect other groups to meet this summer, too!

VSHP First President Andy Anderson Passed Away 5/12/2023

Dear VSHP members,

It is with a heavy heart I share with you that R. D. “Andy” Anderson passed away on May 12, 2023. He was 97 years old.

Mr. Anderson was born in Dante, Virginia on November 22, 1925. As a teen he worked in the town’s drugstore, then enrolling in Medical College of Virginia School of Pharmacy. His studies were interrupted by World War II in 1944 and he joined the 95th Infantry Division, Company L, 377th Infantry Regiment. Upon completion of his service, he returned to his studies and graduated in 1947. Mr. Anderson was named staff pharmacist and assistant clinical professor of pharmacy at MCV Hospital. He subsequently served as Chief Pharmacist at King's Daughters' Hospital, Assistant Director of Pharmacy Services at Ohio State University Hospital, Director of Pharmacy Services and acting administrator at Waynesboro Community Hospital. In 1955 he co-founded the Virginia Society of Health System Pharmacists and became our first Society President.

Mr. Anderson went on to be President of the American Society of Health System Pharmacists in 1971 and was named the Harvey A. K. Whitney Lecture Award winner in 1976. He was also an ASHP Fellow, VSHP Pharmacist of the Year, recipient of the Warren E. Weaver Service Award, and the Outstanding Pharmacy Alumnus Award from the Medical College of Virginia Alumni Association. VSHP created an award in his honor to recognize excellence in health system pharmacy practice leadership in 2005, for which he was the first recipient. Due to the high level of excellence required, there have only been 8 recipients since its creation.

Mr. Anderson is survived by his brother, John; his son, Donald; stepdaughter, Deborah; daughter-in-law, Nancy; two grandsons, Ryan, Matthew and his wife, Nicole, and their daughter, Riley. His legacy will live on through the work of his friends at VSHP, who continue to Anderson’s work of inspiring innovative pharmacy practice by promoting education, advocacy and collaboration to help people achieve optimal health outcomes.

A memorial service will be held at 11 a.m. on May 27, 2023 at the Waynesboro Mennonite Church.

VSHP Awards Its First Class of Fellows (FVSHP)

Rodney Stiltner is currently the Director of Pharmacy Services with the VCU Health System. He graduated from pharmacy school at Mercer University in 1994, after which he completed a 1-year Pharmacy Practice Residency followed by a 2-year Pharmacy Administration Residency. He later became involved in VSHP in 1998, while serving in a leadership position in what was the MCV Hospital System, which would later become the VCU Health System. He had previously been involved in 2 other state pharmacy organizations prior to Virginia, while in West Virginia and Wisconsin, where he began to grow his networking skills. With respect to VSHP, Rodney first served as Regional President and later with 2 terms as VSHP President. He has contributed his time heavily to both ASHP and the School of Pharmacy, been involved with VPhA, Novation, Premier, The Advisory Council, Board of Health Professions, PMP Advisory Council, Fresenius Kabi and currently serves as the Virginia Pharmacy Congress Chair.

Cindy Williams has been actively engaged in VSHP for two decades, essentially have of her career in pharmacy. She has held several elected offices, including Board Member-At-Large and President. She has represented VSHP members by serving as a delegate to the ASHP House of Delegates. She has frequently shared her insights participation on several committees, and disseminated best practices through presentations at seminars and webinars. In addition to her formal leadership positions, she has also served as an informal leader, recruiting others to the organization. She has always asked how can she help, and certainly has delivered on her promises. Outside of VSHP, Cindy advocates for pharmacy on other state and national organizations. She has been recognized for her contributions and efforts in many other arenas as well.

Matt Jenkins has led a progressive leadership career. He has held several elected offices, including President and Regional President. Through his progressive leadership career, he worked closely with the Board of Pharmacy to propose and receive approval for two innovative pilot programs, and also lead the adoption of smart pump interoperability, the first implementation for the state. Matt also serves on several national committees and consistently contributes to the lierature, further increasing the impact of his contributions. Matt is a natural mentor and anyone who has worked closely with him can speak to his fierce passion for his mentees.

Over his 40 years of service to VSHP, Craig Kirkwood has held all but 2 elected positions in the organization. These are treasurer and member at large, in case you were interested. Reviewing Craig’s CV was a daunting task, it demonstrates over 4 decades of progressive leadership experience, research, publications, and teaching. Craig is currently the Associate Director for Pharmacotherapy Services and Residency Program Coordinator and preceptor at VCU health system. In addition, he coordinates the teaching and learning certificate program for resident across the state. In addition to his service to VSHP, he has been on the ASHP house of delegates 3 times, on multiple ASHP Section advisory committees and workgroups.

Francine Farnsworth has been involved with advancing the pharmacy profession for over 20 years. She has transitioned from a clinical pharmacy practitioner, to pharmacy administrator and leader, and now into the remote world of a virtual clinical pharmacist. Francine has been in VSHP leadership roles as regional president and as State president as well as the same for the Delaware society. She has been involved with the Jennifer E Stallings Clinical skills competition and has been a recipient of the VSHP R. David Anderson Distinguished Leadership Award and presidential award. Francine has also been a residency program director and has mentored many health care professional students in her distinguished career. Francine is also a fellow of ASHP.

Stephen LaHaye is currently serving as a Senior Consultant for the Becton, Dickinson and Company (BD). He began his career after graduating Pharmacy School, serving as an officer in the United States Air Force from 1991 until 1995. Next, he moved to the Richmond, Virginia area where he worked in Health System Pharmacy for several years. It was during this time he first joined VSHP. Next he relocated to Louisiana, where at that time he served as President of the North Louisiana Society of Health System Pharmacy. Several years later, Stephen returned to Virginia and shortly thereafter served as VSHP Region President. He followed this up by next serving as a VSHP Delegate to ASHP and then as VSHP President. In 2011 he was selected as VSHP Pharmacist of the Year. He continued to serve VSHP as a Delegate to the ASHP House of Delegates for several years as well as showing his support by attending several VSHP and ASHP Legislative days. He next spent a 3-year stent representing VSHP on the ASHP Commission to Affiliate Relations

Alexis Crawford can trace her VSHP participation back to her student days when she competed int the Jennifer E Stallings College Bowl. Since that time, she has been a very active member of the society. Alexis has coordinated the last 8 College Bowls for VSHP, in addition to serving as Education Committee Chair. Alexis received the New Practitioner award in 2014, was awarded a VSHP grant in 2020, and has been an active mentor for students and new practitioners. Education is certainly a passion for Alexis, who currently serves on faculty at VCU School of Pharmacy, and who previously served as a residency preceptor and coordinator for Bon Secours.

Rebeccah Collins has been a VSHP member since 1996. She has been a chair and/or member of the education committee, professional practice committee, PAC and a regional president. She is the current chair of the Resident and Student Advisory Committee. Rebeccah has been advancing the pharmacy profession acting as a pharmacy residency program director, IPPE and APPE preceptor as well as associate clinical professor for pharmacy, family practice and physician’s assistant programs. She has been awarded VCU School of Pharmacy Preceptor of the Year and mentor award.

VSHP and VPhA Pharmacy Legislative Day – 2023 Recap

VSHP and VPhA hosted another successful Legislative Day event on January 18, 2023 at the State Capitol in Richmond, VA.

We advocated for the following bills:

● HB2274 (Kilgore)/SB948 - Test/Treat/Refer for Flu/Strep/COVID/UTI following statewide protocols

○ Jan 19th status:

■ HB2274 reported out of subcommittee to full HWI (5Y/4N)

■ SB948 reported out of subcommittee to full Senate (14Y/0N)

● Senate bill pending submission (Pillion) - Virginia Medicaid provider status

● HB1835 (Bell) - Enhances penalties for threats against healthcare providers

VSHP also provided education to legislators on safe medication handling and the consequences that white bagging has on patient care.

This past year, $10,000, had been set aside for its grants program. This program allows VSHP members to apply for a grant in order to fund a project which will improve health - system pharmacy services and patient care in Virginia. There are several conditions that must be met for a successful grant application. The Grants Committee is proud to announce the grant proposals that were selected this year:

Rebecca Collins (VCU) was awarded a grant to help pay for monitoring supplies, such as blood pressure cuffs, for a program that will utilize pharmacy students and residents to provide health screenings to the homeless population in the greater Richmond area. This has been set up as an approved service learning opportunity through VCU School of Pharmacy.
Caitlin Prather (INOVA) was awarded a grant to help optimize care for patients undergoing PrEP therapy at an increased risk for osteoporosis. A peripheral bone densitometer will be purchased to help monitor bone health in this patient population.
Jennifer Purdy (Riverside) was awarded a grant to expand a pilot program to improve the quality of life for older adults. A comprehensive medication management (CMM) program will be conducted and enable individuals to receive one-on-one education and tailored advice from a pharmacist.

COMMUNICATIONS: The Communications Committee is responsible for the direction, development, and quality control of all VSHP publications, including the VSHP web site.

EDUCATIONAL AFFAIRS: The Educational Affairs Committee is responsible for planning, coordinating, and evaluating educational content of the 2 statewide VSHP meetings.

GRANTS: The Grants Committee will review requests from individuals and groups in need of grant funding for specific programs or program elements which match the mission of VSHP.

MEMBERSHIP ENGAGEMENT: The Membership Engagement Committee reviews and suggests ways for the membership of VSHP to become more engaged in VSHP.

ORGANIZATIONAL AFFAIRS: The Organizational Affairs Committee reviews and analyzes the VSHP organization and make recommendations to increase its effectiveness.

PAC: The Political Action Committee works to raise monies for the VSHP PAC and determines the best uses for the funds raised.

Call for Nominations to ASHP House of Delegates from Virginia

NOMINATION AND ELECTION OF VIRGINIA DELEGATES TO THE ASHP HOUSE OF DELEGATES

Individuals wishing to nominate themselves or another ASHP member for the slate of candidates are invited to submit names, by 5pm, Friday December 16, 2022, to: https://forms.gle/BCQNqU1tQYGy9h8t7 . Nominations must be accompanied with a bio not to exceed 300 words which will be used in the ballot.

One (1) delegate for a three (3) year term and up to two (2) alternate delegates for a one (1) year term will be elected.

Duties of Delegates

The Chair of the House of Delegates will conduct a welcome webinar in late February or early March to provide new and returning delegates with an overview of service requirements before participating in the March 2023 virtual House of Delegates. The Chair also regularly communicates with delegates through email messages to alert delegates to upcoming action items.

Regional Delegate Conferences are scheduled April 29-May 2, 2023 and it is recommended that delegates attend one of these sessions.

The House of Delegates will meet on two separate occasions at the 2023 ASHP Summer Meetings, scheduled to be held June 10-14 in Baltimore, MD.

Additional virtual House of Delegates may be held in May 2023 and November 2023 and/or at additional times, as deemed necessary.

Resources to Help Serve as a Delegate

Please review the ASHP House of Delegates webpage for more information on delegate responsibilities.

The candidate receiving the most votes will become delegate, with the next highest vote receivers elected as alternates. A simple majority is required for election.

Goodwin 2022 Pharmacist of the Year

The VSHP Pharmacist of the Year is a member with a record of service to the profession of pharmacy, specifically health system pharmacy. This should include contributions to pharmacy programs within the Commonwealth , as well as cooperation and contributions to the health-care team. The awardee should be recognized by the profession as a leader within pharmacy Service to the community.

This year’s winner is a graduate of the Campbell University School of Pharmacy, with a PGY-1 at Duke and a PGY-2 Internal Medicine, ID, and Academia at Campbell and Duke. She has a long history of service to the Carilion system, but her nominator focused on her work with pharmacy technicians. She established a 16-week technician training program to help combat technician shortages in the system. To establish the program, she had to develop internal technician talent and connect with area partners to provide the technician trainees with a well-rounded experience. Her program has graduated 8 technicians with an 87% retention rate. All of the technicians that have taken their PTCB exam to date have passed. Her nominator states “It’s hard to fully describe the impact she has had on these students. She works hard to build a close relationship with each student that allows her to guide and mentor these students through pivotal points in their lives. Many students are looking for career changes, looking get into a healthcare career, or are relatively new to the workforce. She has fully embraced the opportunity she has to impact their lives and their careers, and it has truly made a huge difference in our department!”

Johnson Recipient of VSHP Technician of the Year Award 2022

This year’s technician of the year is frequently involved in VSHP activities, he not only attends VSHP conferences for VSHP, but he attends local meetings and provides valuable input on the current issues facing pharmacy technicians not just in the state but nationally. He also advocates for the pharmacy profession as a whole.

He received his diploma of pharmacy technician studies at Virginia College in 2013, he worked in various independent and retail pharmacies prior to his career at VCU Health where he is the controlled substance technician. He is part of a team that is responsible for controlled substance management and maintain document integrity both inpatient and outpatient throughout the health system which we all know is a top priority in healthcare right now. His support during controlled substance shortages especially the benzodiazepine shortage has been astounding. Not only is his expertise in this area irreplaceable but his peers are consistently impressed by his teamwork, advocating for patients, and coordination of the complex controlled substances inventory.

Prather 2022 New Practitioner Award Recipient

The VSHP New Practitioner Award is given to a VSHP member that has earned their first pharmacy degree in the last five years. This member supports the organization through meeting attendance and participation, promotes the pharmacy profession within the commonwealth, and provides service to the community. They must also demonstrate superior leadership, innovation, or clinical skill as compared to other new practitioners.

This year’s award winner is a graduate of Auburn University, where she also completed her PGY-1 Pharmacy Residency. She came to Virginia to complete her PGY-2 in Ambulatory Care at INOVA Fairfax and is now a Clinical Pharmacist with the Inova Juniper Program. She is board certified in Ambulatory Care and is accredited as an HIV Pharmacist by the American Academy of HIV Medicine. She is member of the Education and Communications committees and was recently Region 2 President. She is a frequent contributor to VSHP meetings (and is presenting today) and is published in the most recent AJHP.

Congratulations to Tyler Goins, PharmD, MSHA, BCPS, as recipient of the VSHP New Practitioner Award. Tyler is a 2018 graduate of the VCU School of Pharmacy, after which he completed a two-year HSPAL pharmacy residency at UVA Health in 2020. As a resident, Tyler was heavily involved in the renovation and construction of multiple sterile product areas, in addition to earning a Masters degree. Moving into a role at UVA Health overseeing sterile compounding and children’s hospital services, Tyler quickly has become an expert in multiple facets of pharmacy operations, and was featured nationally to share his expertise in non-sterile compounding during the COVID-19 pandemic. In his current role as Director of Clinical Operations he has continued to expand his pharmacy expertise, now including home health as an area of oversight. Tyler is also a committed member of VSHP, having served as a presenter and currently serving as the Region 1 President. Please join me in congratulating Tyler.

VSHP Clinical Practice Achievement Award 2022 Presented to Lauren McDaniel

The 2022 VSHP Clinical Practice Achievement Award recipient is an infectious diseases pharmacist at Carilion Clinic who leads the inpatient antimicrobial stewardship program for the health system. She has impacted pharmacy practice and patient outcomes in 3 key areas. Over the past two years, she has led the creation of inpatient treatment guidelines for COVID-19 and assisted with vaccine education across the health system. She was also instrumental with implementing a novel approach to managing CDI utilizing a clinical decision support-designed order set for all treatment medications and expanded use of a novel agent, fidaxomicin, which reported superior outcomes to oral vancomycin. The AMS Team worked closely with case management and the Carilion Medication Assistance Program to design a process to obtain this high-cost treatment course for almost every patient who needed it. The recipient led grant-funded research to evaluate the impact of the clinical decision order set and found after implementation readmission rates dropped from 18.9% to 8.5% and clinical cure with no recurrence rates increased from 55.9% to 73.3%. Overall effects of the program from 5/2018-5/2022 included 438 patients treated with CDI, 44 readmissions prevented, 876 bed days saved and a cost savings of $976,280. This process pathway and evaluation was published in Infectious Diseases and Therapy this year. In 2020, she also implemented a process for the antimicrobial stewardship pharmacists to review every patient with Staphylococcus aureus bacteremia or Candidemia in the health system. Previous literature as well as internal research at Carilion Clinic identified this as an area where infectious diseases consult could have a large impact on patient care including mortality. Ultimately, she was able to implement automatic ID consults for patients with S. aureus bacteremia or Candidemia in July 2022.

The POR provides a venue for the interaction of ASHP elected leaders and state affiliate elected counterparts. The retreat is designed to produce outcomes beneficial to the mission of the organizations at a state and national level.

VSHP held our Annual the Jennifer E. Stallings College Bowl on Friday, November 4, 2022. We were able once again gather four teams from our local Virginia Colleges of Pharmacy who have successfully won their local competitions.

Here is a bit of background on how this College Bowl came to be.

On March 14, 2008, VSHP members were devastated to hear that Jennifer Elaine Stallings, Treasurer of VSHP, died suddenly due to a suspected Bilateral Pulmonary Embolism at 36 years of age. Jennifer had been actively involved in VSHP, beginning with Student Chapter President and her passion and commitment continued through her last days as Treasurer.

Jennifer was born at the Medical College of Virginia Hospital. After working and while attending William & Mary, Jennifer (an Honors student), decided to attend Pharmacy School and pursue her dream to become a pharmacist. In 1997, Jennifer graduated with a Doctor of Pharmacy degree from VCU/MCV College of Pharmacy.

After graduation from Pharmacy School, Jennifer worked for Sentara Health Systems and was certified in Warfarin dosing and taught classes at Old Dominion University for Nurse Practitioners. Jennifer served as the VSHP Tidewater Regional President, Membership Chair, and she was a champion for pharmacy students throughout Virginia, she visited many pharmacy schools in Virginia to speak with students about VSHP, encouraging them to become involved and that joining an association is a wonderful way to give back. In 2002, Jennifer was nominated, and won the VSHP Clinical Pharmacist of the Year Award.

Jennifer was described by many as being a fun-loving, positive person, with an easy-going spirit who loved her family and her patients.

Before her unexpected death, Jennifer introduced a concept to VSHP called the VSHP College Bowl. Now renamed the Jennifer E. Stallings College Bowl. This scholarship fund was developed to offer financial support for travel and registration for the winning team(s) of the VSHP sponsored college bowl to attend the annual ASHP Midyear Clinical Skills Competition. VSHP Grants Program Update

In 2021, the VSHP Grants team evaluated several requests for grants and funded two of them. One of the projects which was funded provides intranasal naloxone to patients who are admitted to the UVA ED for opioid overdose, or who have a history of opioid use disorder. Although naloxone can be purchased at pharmacies, the project’s goal is to remove as many barriers as possible, and get the naloxone into the hands of the high - risk patients who would benefit from it. Providing education to the recipients is another part of the program.

As of April 2022, the program is active. The photos show ED physician education on the program, and also some of the naloxone provided by VSHP’s funding.

The offices of President-elect, Secretary, Board Member at Large, and Technician at Large are included in this election cycle.

Nominees for President-elect, Secretary, Board Member at Large must be a pharmacist member of VSHP.

Nominees for Technician Board Member at Large must be a technician member of VSHP.

The term of office for the President-elect will be June 2022-June 2023; President from June 2023-June 2024; Immediate Past-President June 2024-June 2025.

Secretary and Board member at large are 2 year terms from June 2022-June 2024.

Technician Board Member at Large is a one year term from June 2022-June 2023.

Although any member may nominate a pharmacist for VSHP office, VSHP bylaws state that only pharmacist members may vote in the election.

Candidates for state office will be vetted by the VSHP Nominations Committee and ballots will be administered electronically after nominees have accepted and been verified.

#WomenPharmacistDay (WPD) is today!

Please join us as we celebrate women in pharmacy. VSHP honors, not just the trailblazers and current leaders who have made such progress possible, but all women in pharmacy including technicians, pharmacists and students. Their daily commitment to patient care and the advancement of pharmacy practices have set the foundation of pharmacy in our country and the world.

Women pharmacists have been a cornerstone of VSHP. VSHP has had 17 women Past Presidents, including 11 of the past 31, with Cindy Williams being the most recent (Immediate Past President two years ago). Women continue to comprise many of the leadership roles: Kathy Koehl is President Elect, Natalie Nguyen is Secretary, and Lisa Hammond is Treasurer. Currently six of 8 Region Presidents and five of 8 committee chairs are women. Women continue to make significant contributions every year to the progress of VSHP.

VSHP Fall Seminar 2021 Moved to a Virtual Event

Colleagues,

Like ASHP, ACCP and several other professional organizations, due to the latest surge of COVID with the Delta variant, the VSHP Board of Directors has voted to move our 2021 Fall Seminar to a virtual meeting. We had hoped that we could overcome the current surge; however, we have learned there is no guarantee of arresting this virus especially in two months. The Fall Seminar meeting dates will remain the same: November 5-6, 2021.

This decision was difficult as all of us long for the professional interaction, with the sharing of progress and the stimulation of new ideas, that more readily comes from live, in-person meetings. We consider your health and wellness (as well as your families’ and patients’ health) to be most important and any increase in risk from an in-person meeting may jeopardize that. I believe the Board made the most responsible decision and I am certain we will again provide an excellent, complete seminar.

On the bright side, the Education Committee has already made the pivot. I anticipate the Residency Showcase, Pearls Session, Poster Session, Reverse Expo, Commonwealth Leadership Forum, and awards presentations will continue to be offered, in addition to outstanding CE presentations that VSHP is known for. The details with days and times for the virtual events will be announced in the near future. Similar to last year, the Spring Seminar will closely follow, and I am looking forward to returning to an in-person seminar in 2022!

We are reaching out today to invite you to participate in the Virginia Society of Health-System Pharmacists’ (VSHP) Mentoring Program for the 2021-2022 year. The Mentoring Program is an opportunity for pharmacists and current students to interact, so that students can learn more about health-system pharmacy and develop professionally. The program was created with the hope that students would be given a stress-free experience to establish a professional relationship with a health-system pharmacist who shares similar interests.

Thank you to those who have served as mentors in the past. We hope that you have had a positive experience and are looking forward to another year of mentorship. As a reminder, to remain an active mentor in the program and receive new mentees, mentors must reapply each year.

New this year, we are also piloting a New Practitioner Mentoring program. Mentors who are less than 5 years into practice (including residents and fellows) will be paired with a mentor who is >5 years into practice, pending interest. Our hope would be to pair you with someone outside of your current health-system, thus further building your network. This pilot is tentatively planned to start in January 2022. There is a place in the application to express your interest in this new part of the program. More details to come!

We are firm believers that students and New Practitioners are the future of our practice, regardless of their professional field of choice. It is up to more seasoned pharmacists to help these newly practicing pharmacists develop professionally to move our profession forward through leadership and practice change.

COMMITTEE FUNCTIONS AND CHARGES:

COMMUNICATIONS: The Communications Committee is responsible for the direction, development, and quality control of all VSHP publications, including the VSHP web site.

EDUCATIONAL AFFAIRS: The Educational Affairs Committee is responsible for planning, coordinating, and evaluating educational content of the 2 statewide VSHP meetings.

GRANTS: The Grants Committee will review requests from individuals and groups in need of grant funding for specific programs or program elements which match the mission of VSHP.

MEMBERSHIP ENGAGEMENT: The Membership Engagement Committee reviews and suggests ways for the membership of VSHP to become more engaged in VSHP.

ORGANIZATIONAL AFFAIRS: The Organizational Affairs Committee reviews and analyzes the VSHP organization and make recommendations to increase its effectiveness.

PAC: The Political Action Committee works to raise monies for the VSHP PAC and determines the best uses for the funds raised.

VSHP Mentorship Committee Book Club: The Immortal Life of Henrietta Lacks by Rebecca Skloot

Her name was Henrietta Lacks, but scientists know her as HeLa. She was a poor Southern tobacco farmer who worked the same land as her slave ancestors, yet her cells—taken without her knowledge—became one of the most important tools in medicine: The first “immortal” human cells grown in culture, which are still alive today, though she has been dead for more than sixty years. HeLa cells were vital for developing the polio vaccine; uncovered secrets of cancer, viruses, and the atom bomb’s effects; helped lead to important advances like in vitro fertilization, cloning, and gene mapping; and have been bought and sold by the billions.

Yet Henrietta Lacks remains virtually unknown, buried in an unmarked grave.

As author Rebecca Skloot brilliantly shows, the story of the Lacks family—past and present—is inextricably connected to the dark history of experimentation on African Americans, the birth of bioethics, and the legal battles over whether we control the stuff we are made of.

Current position: Assistant Director for Pharmacotherapy Services at VCU Health, and Associate Professor, School of Pharmacy

Past VSHP Roles: Initially a member of the Professional Practice Committee; a moderator and presenter for New Drugs updates at Spring and Fall Seminars; and the Regional President Elect and Regional President representing Region IV. In June 2018, completed second two-year term as the VSHP Secretary and member of the Executive Committee. Served as a VSHP delegate at the House of Delegates during the meetings of 2011, 2016, 2017, 2019 and 2020.

ASHP and VSHP representative met with staff from Senator Mark Warner’s office to discuss Senate Bill S.1362

On July 6, representatives of ASHP and VSHP met with staff from Senator Mark Warner’s office to discuss Senate Bill S.1362 – The Pharmacy and Medically Underserved Areas Enhancement Act. Doug Huynh, the ASHP Federal Lobbyist, introduced the bi-partisan legislation that will amend the Social Security Act to include pharmacists on the list of recognized healthcare providers. Craig Kirkwood, Mark Hickman and Matt Jenkins, representing VSHP, provided more details about the legislation especially relative to the Commonwealth of Virginia.

The bill would allow pharmacists to be reimbursed, similar to other non-physicians at 85% of the fee schedule, for certain healthcare services under Medicare Part B in medically underserved areas. While this bill does not change a pharmacist’s scope of practice, it will expand access to care for patients, especially elderly patients, given the availability and importance of pharmacists’ services as shown in the pandemic response. While the CBO has not scored this bill yet, ASHP has estimated that the bill will reduce healthcare expenditures $4 for every $1 spent on pharmacists’ clinical services.

The bill was introduced in the Senate by Senators Charles Grassley (R-IA), Robert Casey (D-PA) and Sherrod Brown (D-OH). A sister bill has been introduced in the House as H.R. 2759 by Representatives GK Butterfield (D-NC) and David McKinley (R-WV). The bill is not new – it was introduced in both the Senate and House in the 114^th and 115^th Congress. Each year the number of co-sponsors has increased.

Call for Grant Submissions

VSHP Members,

VSHP has set aside $10,000 for the grant program. This program allows VSHP members to apply for a grant in order to fund a project that will improve health-system pharmacy services and patient care in Virginia. Last year, VSHP awarded 6 grants to VSHP members.

There are several conditions for a successful grant application:

The 2021 VSHP Committee on Nominations is pursuing members who wish to get or stay active and involved in VSHP. These candidates should exhibit qualities of leadership, vision and professional awareness that will sustain the enterprising and pioneering spirit that has characterized VSHP.

The offices of President-elect, Treasurer, Board Member at Large, and Technician at Large are included in this election cycle.

Nominees for President-elect, Treasurer, Board Member at Large must be a pharmacist member of VSHP.

Nominees for Technician Board Member at Large must be a technician member of VSHP.

The term of office for the President-elect will be June 2021-June 2022; President from June 2022-June 2023; Immediate Past-President June 2023-June 2024.

Treasurer and Board member at large are 2 year terms from June 2021-June 2023.

Technician Board Member at Large is a one year term from June 2021-June 2022.

Additionally, VSHP is accepting nominations for Regional President-elect for each of the 8 VSHP Regions. (see map attached).

Although any member may nominate a pharmacist for VSHP office, VSHP bylaws state that only pharmacist members may vote in the election.

Candidates for state office will be vetted by the VSHP Nominations Committee and ballots will be administered electronically after nominees have accepted and been verified.

Two (2) delegates and up to two (2) alternate delegates will be elected.

The House of Delegates will meet in person on two separate occasions at the 2021 ASHP Summer Meetings in Long Beach, CA from June 6-8, 2021.

Additionally, there may be virtual House meetings in 2021 as needed

The candidate receiving the most votes will become delegate, with the next highest vote receivers elected as alternates. A simple majority is required for election.

The purpose of the survey is to collect feedback on the preliminary recommendations from the ASHP Task Force on Racial Diversity, Equity, and Inclusion. ASHP and its members have long been committed to eliminating racial and ethnic disparities in healthcare and recognize the need to further strengthen that commitment following the killings of George Floyd, Ahmaud Arbery, Breonna Taylor, and other Black Americans. ASHP further seeks to help eliminate racism, discrimination, and inequities that impact other minority and underrepresented populations and to help improve diversity, equity, and inclusion in healthcare and society more broadly.

While the Task Force developed the preliminary recommendations with a specific focus on Black Americans, the Task Force members believe that many of the recommendations should also support other communities of color. In order to reflect more inclusive language within its recommendations, the Task Force decided to use the term “Black, Indigenous, and People of Color,” also referred to as BIPOC throughout the recommendations. Mental Health America (MHA) considers the following communities as BIPOC: Black/African American, Latinx/Hispanic American, Asian American/Pacific Islander, Native and Indigenous, and Multiracial.

The deadline for this survey is December 10, 2020. Please be assured that your responses will be anonymous. The Task Force plans to review comments and prepare a final report and recommendations to the ASHP Board of Directors in January 2021.

National Women Pharmacist Day

#WomenPharmacistDay (WPD) is today!

Please join us as we celebrate women in pharmacy. VSHP honors, not just the current leaders and the trailblazers who have made such progress possible, but all women in pharmacy, including technicians, pharmacists and students. Their daily commitment to patient care and the advancement of pharmacy practices have set the foundation of pharmacy in our country and the world.

Women pharmacists have been a cornerstone of VSHP and continue to comprise many of the leadership roles: Natalie Nguyen is Secretary; Tolu Akinbu is Board Member At Large; eight of 12 Region Presidents or Presidents-Elect; and nine of 12 committee chairs are women. VSHP has had 17 women Past Presidents, including 11 of the past 30, with Cindy Williams (Immediate Past President last year) being the most recent. Women have made, and continue to make, significant contributions every year to the progress of VSHP.

Update: Distribution of Veklury® (remdesivir)

Effective October 1, 2020, Veklury (remdesivir) will no longer be allocated by the U.S. Department of Health and Human Services (HHS), the Office of the Assistant Secretary for Preparedness and Response (ASPR) and State Departments of Health. This change is possible given that there is now sufficient supply of Veklury (remdesivir) to meet demand, even if a surge of COVID-19 cases occurs.

SCAM ALERT

The Department of Health Professions (DHP) has been made aware that some licensees have received fraudulent communications from individuals claiming to be from one of our licensing boards, such as the Board of Pharmacy, or another agency, such as the DEA. The communications, often by phone, may threaten arrest or license suspension, demand personal information, or require the payment of fines.

Please note:

· Phone calls may “spoof” DHP or a Board and appear to be from our number;

After careful consideration, the leadership of VSHP has made the difficult but necessary decision to transition our Fall Seminar to a completely virtual experience. This will help us ensure the safety of our membership, the general public, and our patients. Though this will no doubt be different, VSHP is fully committed to providing you as members with an exciting and unique virtual experience in November.

Our VSHP leadership has engaged with other organizations to research and explore the best options to host an outstanding virtual experience and also to reach more people than before. You may have already seen emails requesting proposals for education sessions and poster presentations. In the coming weeks, look out for more updates regarding the Fall Seminar including more ways to become involved and registration information.

Mentorship Committee to Host New Quarterly Book Club

While the book club was originally envisioned as a way to help mentors and mentees connect, the Mentorship Committee recognized an opportunity to provide all VSHP members with a way to connect with each other, especially as COVID-19 safety measures have required social distancing.

The book club entails a casual 1-hour online call, where members (including students and residents) will be able to get to know each other and discuss the selected book.

VSHP Book Club will be held at 19:00 on the 2nd Wednesday of every 3rd month (January, April, July, October).

The first meeting will take place October 14, 2020 at 19:00. As selected by popular vote, we will be discussing Being Mortal: Medicine and What Matters in the End by Atul Gawande.

VSHP Call for Grant Applications 2020

VSHP Members,

This year, $10,000 has been set aside by VSHP for its grants program. This program allows VSHP members to apply for a grant in order to fund a project which will improve health - system pharmacy services and patient care in Virginia.

Examples of previous VSHP grants include funding for a pharmacy technician enrichment series, patient education materials for refugee patients and for pill boxes to be used in the community.

There are several conditions for a successful grant application:

• The application must be filed by a current member of VSHP via this link, by August 30, 2020

• All grants will be reviewed by the VSHP Grants team

• All grant funds must be used within 12 months of the grant's approval date

• Any unused funds must be returned to VSHP

• Updates to VSHP must be provided every 6 months and a followup report to VSHP must be written within one year of disbursement of funds, or when the project has been completed (whichever occurs first)

June 16, 2020 Board of Pharmacy Meeting Update

Re: Board of Pharmacy Meeting

The Virginia Board of Pharmacy (the Board of BOP) convened a virtual meeting on June 16, 2020 (virtual meetings of government bodies during the COVID-19 public health emergency have been allowed by the Governor and General Assembly). All Board members were present.

Licensees can obtain CE credit for participating in the Board meeting; review the agenda packet and email Board staff for more information. The agenda packet can be found here.

Public Hearings and Adoption of Minutes

Delivery of Dispensed Prescriptions; Labeling (pp. 10-22). A public hearing was held specifically on this matter, which was extended from previous public comment periods and Board meetings. CVS testified in support. VPhA testified in opposition. VSHP testified with the following statement: “VSHP would like the Board to consider and provide context to the various situations of alternate delivery sites and potential impact to patient safety and pharmacist-patient relationships in its decision-making on this matter.”

The full Board meeting was then called to order, and the agenda and minutes from the previous Board meeting were approved, as amended.

Covetrus Maine testified to reiterate their comments from the previous Board meeting in regard to Credentials for Nonresident Pharmacies Dispensing Only for Animals (see below).

VPhA made public comment including asking that the petition to Allow Remote Order Processing by Pharmacy Technicians Outside of a Pharmacy be referred to the pharmacy technician expansion of duties work group created by HB 1304 and SB 830. VSHP concurs with that position and also testified to support the regulatory amendment that would allow for live or real-time CE credit applied for a pharmacist providing services without compensation to low income individuals receiving health services through a local health department or a free clinic, and to support the consideration to extend the timeframe for change of PIC from 14 to 30 days within the context of pharmacy acquisition.

Board members had several questions for Natalie Nguyen, VSHP Legislative Chair, regarding the PIC transition issue. Nguyen provided answers about the application to health system pharmacies and the relevant situations and dynamics at hospitals.

Walgreens commented on the two-year PIC requirement and change timeframe, stating that there are many factors taken into consideration when the company names a PIC (such as previous experience with the company). The two-year requirement is already a concern, and the process is an additional concern. Some locations need a PIC quickly.

MedMen Enterprise spoke in favor of PharmaCann’s pharmaceutical processor corrective action plan. MedMen is now the owner of PharmaCann, which had obtained the provisional permit to operate in HSA III (Southwest Virginia).

DHP Director’s Report

Department of Health Professions (DHP) Director David Brown spoke about the recent developments on police reform and racial inequality, COVID-19 updates, and the executive actions taken to provide flexibility to the healthcare workforce to combat the pandemic in Virginia. The duration of pharmacy related waivers during the emergency declaration is under discussion by staff, who are considering recommending their effect through the end of this calendar year, but need to discuss with the Board Chairman.

Legislative/Regulatory/Guidance

Update on Regulatory/Policy Actions Resulting from 2020 General Assembly and the Report of Regulatory Actions (pp. 23-26). Elaine Yeatts, DHP Senior Policy Analyst, noted that the pharmacist scope protocols are to be adopted at the September Board meeting, and that the brown/white bagging proposed final regulations are now at the office of the Secretary of Health and Human Resources for review. Recall that the Board accepted VSHP’s comments requesting an exemption of the proposed regulations on brown/white bagging for patients receiving hemophilia treatment.

Adopt Exempt Regulations for Pharmaceutical Processors (pp. 27-69). These proposed actions are exempted from the regular rulemaking process in order to expedite conforming regulations to current law, primarily to update the definition of CBD/THC-A oil to cannabis oil as passed in legislation this year – Adopted.

Consider Petition for Rulemaking to Amend 18VAC110-20-276 to Allow Remote Order Processing by Pharmacy Technicians Outside of a Pharmacy (pp. 70-80). A letter from NACDS seeking additional modifications, beyond the submitted petition, to pharmacy technician duties was displayed on the screen for the Board to read and will be made available to the public electronically. The practice requested in the petition is happening now under emergency COVID-19 waivers. The pharmacy technician expansion of duties work group will not meet until 2021. The Board voted to deny the petition and refer the matter to the Regulation Committee.

Consider Adoption of Fast-track Regulation to Allow Volunteer CE to Satisfy Live CE Requirement (pp. 81-83). Staff recommended adding new language to allow for a maximum of 2 hours of delivery of volunteer pharmacy services in accordance with current regulations, for a total of 6 hours of volunteer CE – Adopted.

Adoption of Emergency Regulations for Limited-Use License and Permit for Non-Profit Facilities (pp. 84-89) – The Board discussed the definition of “non-profit” and the potential use of a limited-use license and permit by different kinds of non-profits. The Board voted to defer adoption and request that counsel and staff conduct additional research for presentation at the next Board meeting.

Adopt Guidance Document 110-49 Credentials for Nonresident Pharmacies Dispensing Only for Animals (pp. 90-92) – Approved.

Adopt Guidance Document 110-48 Verification Sources for a Pharmaceutical Processor (pp. 93-96). In addition to the proposed document, the Board voted to change the definition of CBD/THC-A oil to conform to the new definition of “cannabis oil” (referenced above) to be consistent with other document references – Approved.

Adopt draft Guidance Document for use of telemedicine by registered practitioners of cannabis oil (this proposed document was not included in the board agenda packet and will be made available to the public electronically). The document complies with federal telemedicine guidelines as mandated by state law, requiring secure two-way audio-visual interaction – Approved.

Amend Guidance Documents 110-4, 110-8, 110-9, 110-16, 110-20, 110-22, 110-27, 110-35 (pp. 97-151). These updates are a result of periodic review and contain technical and “clean-up” updates and references – Approved in a block except for 110-4 (see below).

Guidance Document 110-4 was discussed separately as staff provided an updated version regarding CE, which will be made available electronically – Approved as amended.

Repeal Guidance Documents 110-14, 110-19, 110-32, and 110-40 (pp. 152-158). References in these Guidance Documents are now in law or regulation, which make the documents no longer necessary – Approved.

Request to Amend Guidance Document 110-39 Guidance for Continuous Hours Worked by Pharmacists and Breaks (pp. 159-160). The Board has received complaints of confusion and conflicts when a pharmacist is on break but the pharmacy is still open to patients, so the pharmacist often does not have an uninterrupted break. The Board discussed patient access vs. pharmacist wellness and patient safety. The Board voted to refer the matter to the Regulation Committee.

Request for Guidance for Granting Exception to Minimum Two Years’ Experience for PIC Eligibility (pp. 161-163). The Board discussed that various factors are taken into consideration when authority is delegated to the Executive Director (ED) and Board Chairman to ensure safety and operational continuity. A motion was made to accept the proposed guidance for due process and delegate authority to the ED and Chairman to grant exceptions, consistent with Board bylaws (staff to develop final language) – Adopted.

Request to Amend Regulation to Extend Change of PIC Timeframe from 14 to 30 Days (pp. 164-166). The Board had discussion around the need for PIC to PIC transition, PIC training, periodic inventory timeline, and needs in various contexts and settings. A few members proposed 21 instead of 30 days. The Board voted to refer the matter to the Regulation Committee.

Consideration for Requiring CE on a Specific Topic in 2021 (pp. 167-168). The Board discussed various possible topics but decided to defer to next year.

Verbal Update on Action Item from December 2019 Board Meeting regarding Virginia Immunization Information System. Staff reached out to the Virginia Department of Health (VDH) and wrote an article that was included in the March licensee newsletter. Any future COVID-19 vaccination will be required to be reported. Registration in the information system is encouraged now.

Election of Chairman and Vice Chairman. The Board elected Kris Ratliff as Chairman and Cheryl Nelson as Vice Chairman.

Chairman’s Report. Chairman Warriner expressed her thanks and farewell as she completes her final term on the Board.

Report on Board of Health Professions. The BHP meeting was canceled so no report.

Reports on Licensure Program (pp. 170) and Inspection Program (pp. 171-181). Refer to the reports provided in the agenda packet.

Report on Pharmaceutical Processors (p. 182). Columbia Care in Portsmouth and Green Leaf Medical in Richmond have been awarded final permits. Dharma in Bristol has underdone inspection. 2500 patients have registered.

Report on Disciplinary Program (pp. 183-209). Disciplinary proceedings were suspended in March, April and May due to the COVID-19 public health emergency. A large backlog of cases is expected when proceedings resume.

Executive Director’s Report (p. 210). Caroline Juran stated that if the Governor does not make timely Board appointments, Warriner and Thornbury, who are completing their 8-year terms, may need to continue to serve until replacements are appointed. Juran said she has been invited to give a presentation on July 7, 2020 to a legislative committee on drug pricing.

Review of the inspection report for PharmaCann’s pharmaceutical processor location, PharmaCann’s submitted corrective action plan, and PharmaCann’s application for a pharmaceutical processor permit (p. 169). The Board went into closed session to discuss this matter. When it came out of close session, the Board reported that PharmaCann has 90 days to correct their inspection, and that the Board will be issuing an RFA for the license.

ADA examination accommodation requests – After going into closed session, the Board reported that all requests were approved.

The next Board meeting is scheduled for September 9, 2020 at 9:00AM. The next Regulation Committee meeting is scheduled for November 12, 2020 at 9:00AM.

Greetings, VSHP members!

As my year as VSHP President comes to a close, I would like to thank you all for allowing me to represent our organization. VSHP advocated with a strong voice at the state and national level for a number of important issues this year, including expanding pharmacist and pharmacy technician scope of practice, enhancing pharmacy technician training, as well as taking a patient-centric stance on drug importation and disposal. I have been proud to sign as the representative of our membership to support these issues and I am proud of the progress we’re making and the results we’ve achieved.

The past few months have presented a multitude of unexpected challenges for health system pharmacy. VSHP remains committed to supporting our members – from providing resources for managing COVID-19 responses, to hosting a residency platform presentation program, as well as developing a number of virtual continuing education webinars, VSHP is encouraging our members to continue learning and collaborating in a time of social distancing. Given the dynamic situation regarding group gatherings, VSHP is also developing strategies and contingency plans to ensure we will continue providing value to our membership, but we’re definitely looking forward to when we can all come together again in person to collaborate and network with our colleagues.

I’d like to close by thanking all the outgoing VSHP Board members for their service, and welcoming the incoming Board members to their roles. Additionally, I’d like to recognize and thank all the committee chairs and our executive director Steve Glass for their efforts over the past year, and in particular send a big thank you to Cindy Williams for her leadership and support of all things VSHP as she finishes her three years on the Executive Board. A volunteer organization like ours gains its strength from its volunteers, and VSHP is privileged to have so many members willing to sacrifice their time to support the mission of educating, advocating, and collaborating across the Commonwealth. The self-paced, online course includes a variety of relevant, evidence-based resources and tools to care for patients in all stages of COVID-19, including those critically ill. Additional Guidance on Transferring Medications to Mitigate Diversion

VSHP clarified with the BOP regarding this situation. Please see below:

If a pharmacy is in need of transferring drugs to another pharmacy to mitigate possible diversion due to emergency circumstances, it may transfer the drugs via invoice under the current waiver of the 5% allowance for a pharmacy to act as a wholesale distributor without holding a license as a wholesale distributor.

Schedule II drugs must be transferred via DEA 222 form.
A common carrier or pharmacist should perform the movement of the drugs.
Any transfer of these drugs back to the original pharmacy location must also be done via invoice and DEA 222 form, as necessary.
Pharmacies should alert the Board and the DEA local field office of this transfer.

DEA is finalizing guidance on this subject as well and hopes to post the information later today on its website.

The board will email licensees additional guidance after seeing DEA’s position in hopes of creating consistency.

New as of 4/28/2020: 5% Distribution Rule (§ 54.1-3435.02(A))
Notwithstanding Virginia Code § 54.1-3435.02(A), a permitted pharmacy that fully complies with all other requirements of 21 CFR 1307.11 may distribute controlled substances beyond five percent of the gross annual sales of prescription drugs by the relevant permitted pharmacy or beyond five percent of the total dosage units of the Schedule II through V controlled substances dispensed annually by the relevant permitted pharmacy without being licensed as a wholesale distributor. This exception is in effect until the public health emergency declared by the Governor in EO51 expires or is terminated, unless the Board of Pharmacy specifies an earlier date or otherwise first modifies or withdraws this exception. All distributions made by a permitted pharmacy from January 1, 2020, until the date this exception ends will be excluded from consideration in applying the five percent wholesale distribution restrictions in § 54.1-3435.02(A).

Pharmacists Authorized to Order and Administer COVID-19 Tests, Regardless of State Law

The Office of the General Counsel at the Department of Health and Human Services (HHS) has issued an advisory opinion stating that HHS's guidance authorizing pharmacists to order and administer COVID-19 tests pursuant to the Public Readiness and Emergency Preparedness Act supersedes any state law that would prohibit pharmacists from ordering tests.

Specifically, the advisory opinion refers to utilizing a "qualified person" for COVID-19 response. HHS Secretary Alex Azar declared pharmacists to be a "qualified person" for the purposes of ordering and administering COVID-19 tests on April 8.

VIRGINIA PHARMACY LEGISLATIVE UPDATE MAY 2020

HOW NEW STATE LAWS WILL AFFECT PHARMACY PRACTICE – AND HOW YOU CAN GET INVOLVED

The pharmacy community had a very active and productive session. We led, supported, or engaged in several legislative priorities around pharmacy technician education, advanced pharmacy scope, pharmacy benefit manager reform, drug disposal, and pharmacy reporting requirements.

Below are updates on three main pieces of legislation that will directly affect pharmacists and that VSHP will remain engaged as a stakeholder in the regulatory process. Also included is an update on PBM reform.

Enhanced Pharmacy Technician Education and Training

VSHP was the leader on legislation to enhance the education and training requirements for pharmacy technicians. Last year, we worked extensively with the Board of Pharmacy and other stakeholders to pursue legislation on behalf of the pharmacy community. HB 1304 and SB 830, sponsored by Delegate Keith Hodges and Senator Lynwood Lewis, passed and have been signed the Governor. Below is an outline of the legislation’s provisions.

To be registered as a pharmacy technician, requires:
- Successful completion of (1) a Board-approved accredited or other legally accepted training program and (2) a national certification examination.
- - Accepted training programs include:
  - - Accredited training program approved by the Board of Pharmacy, including the Virginia Department of Education’s Career & Technical Education programs
    - Federal or military program
  - Accepted national certification examinations include:
  - - Pharmacy Technician Certification Board (PTCB/CPhT)
    - National Healthcareer Association (ExCPT/CPhT).
Grandfathers all current registered pharmacy technicians, and delays the accreditation requirement until July 1, 2022 to give training programs time to get up to speed.
Requires the Board of Pharmacy to promulgate regulations for those who have passed a national certification examination required by the Board but did not complete a Board-approved pharmacy technician training program, who have successfully completed or were enrolled in a Board-approved pharmacy technician training program, or are currently practicing as a pharmacy technician in another U.S. jurisdiction.
Creates a “pharmacy technician trainee” registered with the Board of Pharmacy for trainees to gain practical experience under the supervision of a pharmacist, only while the trainee is enrolled in an approved training program.
Requires the Board of Pharmacy to convene a work group to report recommendations on adding duties and tasks of registered pharmacy technicians.

The work group’s report is due by November 1, 2021. VSHP is looking forward to providing feedback on advanced roles and responsibilities of pharmacy technicians that may be considered.

Advanced Pharmacist Scope

HB 1506 (Sickles) allows pharmacists to initiate treatment with, dispense, or administer the following drugs and devices to adults in accordance with a statewide protocol developed by the Board of Pharmacy in collaboration with the Board of Medicine and the Department of Health and set forth in regulations of the Board:

Naloxone or other opioid antagonist
Epinephrine
Injectable or self-administered hormonal contraceptives
Prenatal vitamins for which a prescription is required
Dietary fluoride supplements
Medications covered by the patient’s health carrier when the patient’s out-of-pocket cost is lower than the out-of-pocket cost to purchase an over-the-counter equivalent of the same drug

Pharmacists who administer any of these drugs are required to notify the patient’s primary health care provider (PCP) if the patient consents to such notification.

Pharmacists are required to counsel patients who do not have a PCP on the benefits of having a PCP and provide information on access to a PCP, if requested by the patient.

Pharmacists who administer hormonal contraceptives are required to counsel the patient regarding seeking preventative care, including routine well-woman visits, testing for sexually transmitted infections, and pap smears.

The Board of Pharmacy, in collaboration with the Board of Medicine and the Department of Health, will establish related protocols by November 1, 2020, and will promulgate related regulations within 280 days of the effective date of the law, July 1, 2020.

The Board of Pharmacy will also establish a work group to provide recommendations regarding the development of protocols for expanding scope, to include (indications previously included in the introduced legislation that were not incorporated into the final version of HB 1506):

Vaccines
Drugs for tobacco cessation therapy
Tuberculosis testing
CLIA-waived tests and treatments, including influenza virus, Helicobacter pylori bacteria, urinary tract infection, and group A Streptococcus bacteria
Controlled substances for the prevention of human immunodeficiency virus, including controlled substances prescribed for pre-exposure and post-exposure prophylaxis
Drugs other than controlled substances, including drugs sold over the counter, for which the patient’s health insurance provider requires a prescription.

The work group’s report is due by November 1, 2020. VSHP is looking forward to contributing to this work group.

Drug Disposal

HB 1531 (Jenkins) as introduced would have required all pharmacies and hospitals or clinics with an on-site pharmacy to have a mandatory drug disposal program. Pharmacy stakeholders worked with the patron to amend the bill to direct the Board of Pharmacy to enhance public awareness of proper drug disposal methods by assembling a group of stakeholders to develop strategies to increase the number of permissible drug disposal sites and options for the legal disposal of drugs, including requirements that pharmacies, or in-house pharmacies of hospitals or clinics, provide such information to customers.

The work group’s report is due by November 15, 2020. VSHP is looking forward to contributing to this work group.

Pharmacy Benefit Managers

The General Assembly passed legislation that will require licensure for Pharmacy Benefit Managers (PBMs) under the Bureau of Insurance. HB 1290 (Hodges) and SB 251 (Edwards) regulate PBMs and provide more oversight into their business practices.

During the General Assembly’s Reconvened Session, the Senate rejected an amendment we opposed that pharmacists and pro-reform advocates believe would have limited network adequacy and benefited PBMs and insurance carriers.
